I usually use a cream eyeshadow under my powder eyeshadow so that it sticks. But eyeshadow potions are amazing too...Urban Decay and Laura Geller from Sephora are great.

Use a primer.
I use mac shadestick in beige-ing. It's not exactly an eye primer, but it works very well and does an excellent job of highlighting my brow bone too.
