I think you're talking about eyeshadow primer right? Well, you can use concealer with a light dusting of loose powder. Concealer can last up to 6 months after you open it.
try mixing some lightish matte eyeshadow with some vaseline that you melt in the microwave
lotion and eyeshadow wikihow has instructions check them out
Just regular moisturizer or body lotion will do.
